Is the Universe Designed?

When you read Psalm 8:3-4 and Psalm 19, it seems appropriate to respond to the universe in awe. It is so much larger than we, and it has structure, consistency. It certainly appeals to me as something that has been made, not something that just self-constructed from "vacuum fluctuations." Appropriately, it seems to me, this question has provoked responses from people from every kind of world view.
